Is Guest Services INSIDE Magic Kingdom open prior to park opening?

I need to upgrade my UCT ticket to an AP and purchase a TIW card before my 8:05 CRT ADR....can it be done? We arrive in Orlando the night before but will most likely not get to the resort until after the parks close.

I'd think not but you can do upgrade at outside window or go to DTD GR to do upgrade.

This would work, with one issue. The OP needs to use her tickets bought through Undercover Tourist before upgrading. If she does this, she will get the cost that Disney charges for those same tickets applied to the AP. If she doesn't do this, she will only get the cost that UCT charged applied to the AP.

If City Hall isn't open -- go in to the park, then come back out, and go to the Guest Services outside the park.

2- I agree. There's no worry, as you certainly can go back out to those Guest Relations.

BTW, any open ticket booth or Will Call can also do the upgrade, not just a "Guest Relations" window.

As explained to me by Cheshire Figment, she will only get what UCT paid Disney for the tickets so she would actually be in the hole. Disney has no idea what UCT sold the tickets for.

The problem is, all "ticket locations" can handle "anything regarding or related to tickets." But, they cannot make reservations, etc.

You can also visit Guest Relations at Epcot, Magic Kingdom, Animal Kingdrom, Disney's Hollywood Studios, or Downtown Disney to purchase a Tables in Wonderland card.
