actually I think Richard Nixon was far worse, in terms of trust and honesty and domestic policy. Clinton's personal pecadillos detract tremendously from the good policies he put into place. Carter had his good moments, but not enough of them -- he did much better as elder stateman after his presidency. It's hard to rate Eisenhower, he was just "there" if you know what I mean. hard to rate JFK, too -- too much sentiment to fairly evaluate him. Ford was a joke. Reagan -- well, I dislike him, but I can't rate himas a failure. the elder Bush -- at least he was prudent in his gulf War, knew when to stop. but the current Bush's foreign policy is easily the worst in 50 years -- he's alienated most of our allies and involved us in a horrific war for no discernable purpose. and his domestic policy -- well, Johnson worked to establish civil rights, and Bush is working to dismantle them. sorry, but he's not going to get a pssing grade from me.
