Is Express Pass needed for first full week of November?

This year may be different than years past - a lot of people rescheduled because of the hurricane - the last week was definitely busier than usual IMO.
If I was not on a solo trip I would have wanted express pass.

You can always buy the express pass on the day if it is that busy
