Another tricky thing is being claimed as someone's dependent, and collecting disability? Maybe that is not a problem, I do not know.
 
Most credits are not refundable. Which means if you have no income, you cant take the credit. Non Refundable credits are deducted from taxes owed, so if you dont owe taxes or enough taxes the credit wont help you either.

The EIC is a refundable credit. That means if you earned income (on a sliding scale) you can take the credit even if your tax liability is zero.

Parents can claim their college aged students as dependents, even if the student worked if the student meets the criteria for dependents.

I have heard of people doing this. One DB tried to talk my oldest DS into claiming one of his kids for EIC and to split the extra $$. I think on EIC you don't get more back after two kids and they have three. I quickly told DS how wrong this is and how much trouble he could get in. Thankfully he declined DB's offer.

Did your sister explain exactly why you would want to be complicit in committing tax fraud? She might want to research some of the penalties before she jumps into this.
