IP address has been banned?

When trying to access the dis boards on my phone, i get an error that the IP address has been banned, and it will not let me navigate the site. I have cleared cache/cookies and reset data. Phone is an android showing an IP address of 192.0.0.4.
Is there a reason why an IP address would be banned?

That IP address (192.0.0.4) has NOT been banned by the DIS. No one has even tried to use that IP since the new software came online. Please try again.
