ioa opening rides

When we went to Universal last October, I was surprised at the limited rides available when the park opened at 9:00. Most weren't available till 10. I was wondering if that was still the case.
Also does anyone know if Bluto ride will be available in Ocotober. I was disappointed it was closed last year.

When you go during the off-season (as October is), you sometimes risk the chance of major rides being closed. I'm not sure if Bilge Rat Barges was closed for rehab, or because of HHN last year, but the good news for you, is that it should be open when you go this year.

It is also my experience that once 9:00am hit, almost all attractions at IOA are open. Maybe its a bit different during the off-season, but most of the time most things should be opening. One way to get around this is to ride the attractions in the first two islands (Marvel and Seuss) first thing in the morning.
