I am looking at doing Invitation Announcements(does that make sense?), but I am considering doing them before the wedding takes place. Reason being, it is an Intimate wedding and not everyone can attend. I have family in Canada and will hold a reception up there next summer. As well as hold a 'Get-Together' here for family and friends when we get back.

I want to make everyone feel as though they are a part of my wedding in some shape or form by sending these out before hand.

For those attending the wedding, the announcement would be more of an invitation to them.

For those not, it would act as an invitation to a reception following after the ceremony.

Another reason for doing this is, is to cut down on cost of having and Invitations and Announcements . Is it ok to do something like this? The Invitation Announcement would say something like " Mr and Mrs.... would like to announce the upcoming wedding of their daughter...." . Has anyone else done something like this?

Please tell me it is not bad luck to do something like this, I will be very disappointed if it is....

We did the same thing! We sent "invitations" only to those who were invited to the wedding. We then sent announcements/invitations to our "at home" party to everyone (including those coming to the wedding). They read similar to what you have in mind: Mr & Mrs ... would are pleased to announce the wedding of their daughter etc.... Please join us to celebrate on (date, time, location). We did all of our invitations on the computer at home so we were able to word each type of announcement appropriately. I prepared all of the invites ahead of time. We sent out the actual wedding inviations well before the wedding, and since our reception at home was a month after the wedding, my mom sent out those invites while we were on our honeymoon. Everything will work out great - my best advice is not to worry too much about what "others" may think, or what may or may not be "bad luck". Just stick with your instincts -- don't worry too much!
