Yep, you tether with a USB cord when using PDAnet. I don't think PDAnet works as a wireless hotspot. If it does I haven't tried it that way!

I have a Droid and I use PDANet to tether via Bluetooth. No USB cord required. Your phone and laptop obviously must be paired and you have to set it up to connect to your phone for a wireless connection but it works fine.
