There is a Guest relations window at the park entrance there.

THe AP discount card? That would just be the physical AP card/media. In many cases they are also asking to see your MDE account to prove your AP status.

Yep, you go through security and it is on the left before the tapstyles. Quick and easy and rarely a line.

I had an issue with a magic band last year and was told to walk to the front of the park to address it. At the time I had a feeling that the CM just didn't want to deal with it. But maybe that location by international gateway has limited capabilities?

I have gotten my AP card issued to me there more than once with no problems.

Yes there is a will call ticket window at IG
If it’s just the yellow card you need and not actual ticket media you can get it at guest relations and most of the blue umbrella guest service kiosks in park as well
