The place where I often feel out of the loop is the library. When I was young you got scolded for talking at even a normal volume. For a while they even had hired someone to walk around to make sure everyone was behaving. There was also that phrase about using your library voice.

Somewhere along the way that has changed. Loud talking is not unusual, even among staff members. I always find myself thinking, “uh oh, somebody’s going to get into trouble”! And so far I just can’t break my habit of being extra quiet in the library. I don’t know if this is just the case in the library I currently frequent or things have loosened up everywhere.

Er yeah IDK on that one I was just in the England, Wales and Scotland. The US does not have the corner on loud people much less children. We were the quiet ones in so many different places.

For Japan what we saw was an atrocious amount of coughing without covering your mouth...the Americans (based on accent as there were other countries represented) were reminding their children to do so, other countries were not. It was incredibly gross and nasty to be around, even in an orderly line at Tokyo Disneyland, or in the subway but have people coughing all around you and on you. My husband and I were shocked we didn't get sick but my goodness it was downright the nastiest I had been around

Libraries were more like that when they were really only a place for limited usage, studying, checking out books, etc. These days they are community meccas filled with bustling activities (ours are also often used as voting places. I still think the libraries have a more quiet vibe overall compared to other settings but it is much louder than it was when I was a kid because the library has expanded so much in usage
 
Oh you must not read the airline subreddits. Even with the phone in airplane mode, people are watching their shows and playing games with the volume on. Many complaints stem from parents letting their children do it with the volume fully up.
Nope don't bother with any social media. I was recently on a flight where I didn't notice anyone in the area around me playing loud music/sounds from their phones. Sure it happens to some, but not on the flight I was on. A few were watching some movie or sporting event using the airplane wifi, many had on headphones while most everyone else was snoozing.
 

If you take public transportation you get it a lot also. I have started to bring noise cancelling headphones with me which helps some.
Noise cancelling is life changing!

I inherited DH’s airpods when he decided to upgrade. Used them on a flight and don’t think I could ever go without again. It was so nice not hearing the engines for hours and hours, or the babies!

Never thought about getting them or needing to purchase. Glad to have my eyes opened.
 
In Japan, talking in public at louder than normal speaking voice is common. Loud talk is frowned upon. No cell phone calls on trains, no raised voices in restaurants or on public transportation. It's all so civil and respectful of others' comfort. It was always easy to spot the foreigners there, blabbing and talking loudly.
