And still, given that some of us have disability issues that make using our phones for this kind of thing difficult, paper navigators should STILL be available.

There are probably 3-4 envelopes for one page of what was often a 4 page plus insert navigator. So it's a LOT less paper for the small tip envelopes. Plus not a ton of multi-colored ink.
 
So really, why is it that the navigators are a waste of paper and the envelopes are not?
you're assuming the decision is solely based on wasted paper and I'm not so sure it is. If I had to hazard a guess, it's because the envelopes help their employees more than printed Navigators help their employees. It's a short-sighted view point. Financial impact to their employees due to lost or mixed up tips (which are technically wages) without envelopes is probably considered a problem they wish to avoid. They are willing to take the criticism from guests about the lack of Navigators.

Besides cash are there any items that state room attendants like or need ? I was thinking of bringing some of our German chocolate and maybe Nivea products.
 

Our tipping experience from our Disney cruise was smooth and easy. The only negative experience I had was from the Miami porters for our luggage at the beginning (I know they are not employed by Disney). Our porter blatantly requested for a tip while flinging around high denomination bills in his hand in our faces after giving them a single suitcase. I would have tipped them anyway but it made me feel very uncomfortable the way they did that.

You won't know that until you actually meet and talk with your room host.
Really, they appreciate cash most. Although I've read that current magazines are fairly popular, also.

Food and beauty products - I'd be leery that there might be allergies to deal with. Not to mention specific product preferences.

100% this! The best things you can give them outside of the standard gratuities are cash and a mention by name on comment cards or a post-cruise email. Those are by far the most valuable things for them.

Magazines can be shared and put in general crew areas, so those can be good.

Food is definitely iffy because of allergies and dietary restrictions. And they don't have a lot of room in their cabins for trinkets and stuff.
