We've used them at a couple restaurants, although the only one I remember for sure was Chef Mickey's. How old is your baby? We went a year and a half ago with my almost 2 month old and if the restaurant didn't have the infant high chair (most didn't), we were always allowed to bring our stroller in when we asked. A few times the host volunteered the option to us as soon as they saw us. - I was surprised, as I've always read on the DIS how against allowing strollers in restaurants Disney is, but even when we had a double stroller once the hostess at Crystal Palace said that we were welcome to bring it in, which we did. The only place that I didn't ask nor was it volunteered was at The Plaza - I knew from experience how small that place was, so I just asked that we were at a table with a booth and between a smaller 7 year old and myself we were able to lay the baby down on the booth when we needed to. During that trip we ate at the following (just to give you an idea of the restaurants that either had infant high chairs (most didn't) or that allowed us to bring our stroller in:

O'Hana
Sci-fi
Hollywood and Vine
Crystal Palace
1900 Park Fare
Liberty Tree Tavern
Obviously there's no guarantee, but I wouldn't worry too much about it.
This may not be actually answering your question - but many of the wooden toddler highchairs can accommodate a car seat when they're positioned upside down.
