Indy no longer doing single rider!

I was at DL/DCA yesterday and wanted to do single rider on Indy as the line was 45 minutes and I already was holding 3 fastpasses (POTC, HM, & BTM). I went up to the cms at the head of the line and asked for a single rider pass and they said they weren't doing them anymore because peope steal the passes. The sign saying that single rider was available was still up. I told them that they should take the sign down, then. What I can't figure out is why anyone would want to steal the passes.

We just did single rider this past week. My husband was turned away once, though, because they didn't have any passes at that time for single rider. Maybe it just depends on the CM and whether or not they've received the passes back from the boarding area.

I was turned away once because the CM said he didn't have any of the single rider passes (the stack had all been given to riders and the passes were not brought back out front yet). CM said it would probably be 20-30 minutes before he had them back. I think this was Sat or Sun 5/22 or 5/23.

Then another day (either Sunday or Monday) I checked on single rider and the CM said they weren't doing single rider that day (I think this was the day Splash and HM were down at the time).

But on Tues 5/25, I got my single rider pass early in the day. So it took me a few times, but I eventually got it.
