In The Santa Clause, was Scott Calvin preselected to be Santa?

I’ve watched this movie every Christmas season, and noticed clues that may show that Scott was part of a list of candidates to take over the job as Santa, because the current Santa wanted to retire. Here are the clues I’ve found.

1. Scott Calvin has the same initials as Santa Claus.
2. He is also a toy maker.
(Here is where it gets interesting)
3. In the beginning, when Scott is driving home from the party, an Elf is looking in a store window. As Scott’s car drives by, the Elf leaves the window following the car.
4. When they are sitting down at Denny’s, the only people eating there(besides the Japanese party) are men and their children. As they are sitting down, there is an Elf in the background putting on his coat looking at Scott. Could he be getting intel on the candidates?
5. When Santa is at Scott’s house, he seems to be making a lot of noise. Maybe trying to get Scott’s attention.
6. When Scott goes outside, Santa is on the roof, now very quiet, fiddling with his boot. Or maybe he is listening to see if Scott was awake yet.
7. After Scott takes the card, Santa makes a wave motion. Maybe saying goodbye, good luck?
8. When Scott shows up at the North Pole, all the Elves seem excited. Maybe because they knew there was gonna be a new Santa.
9. Bernard doesn’t seem too surprised to see someone new in the sleigh.

Now, after Scott goes back home, the Elves seem to be watching him.

10. An Elf is sitting behind Charlie in his classroom.
11. When Scott is talking to Charlie in the park, an Elf walks by looking at them.
12. During the soccer game, an Elf is with Scott.

So, do you think Scott was always meant to be Santa?

Thoughts?
 
I think, the take away is that if you want to become Santa, find a way to have him fall off your roof or get his suit.

Now, what if Santa fell off the roof of Gacy or Bundy's house, would we have a serial killer Santa if they took the suit? That would definitely make for a ridiculous SyFy movie.
