by virtue of the child being a u.s. citizen the mom can apply for financial and supportive assistance for the child no problem. the child (depending on the financial situation) may have eligibility to cash aid, foodstamps, medical care and supportive services. the mom can file at a local social services office and her non citizenship status does'nt impact the child's ability to benefit from these programs (and the mom can be the payee-she just won't be aided). if there is a language issue she can either provide her own interpreter or most agencies have a mechanism in place to provide (the one i worked for used the at&t phone system for interpreters in languages that we did'nt have in-house or via contract). social services is prohibited by federal law to report any information to ins-so she does'nt have to worry that it will endanger her, and she may find that by virtue of being 'in the system' she will have access to trained staff who can help her explore her options and navigate the procedures to pursue them (we had entire units devoted to u.s. kids with 'undoc' parents-those workers knew exactly what supportive services were available and how to access them realy fast).
