My family is also from Europe, and we still have very close ties to the family "back home". From experience, I know that it is very hard to enter this country legally and receive a Green Card, because the country we are from is not considered Communist anymore, so living there is no longer considered a hardship nor is oppression a problem. Wasn't always like that!
What my brother did with his friends, many years ago, was have them come and visit, then they would stay and work for cash either in cleaning jobs or as yard labourers. Eventually, the friends either fell in love and married here, or went back to Europe after saving their money, and provided better lives for their families there. I do not condone what my brother did, I never did this with my friends, but I will say the jobs these guys did were not jobs that American citizens were lining up to take, so no worries about them taking jobs from Americans in that respect! Yet I do not condone this, just making that clear.
My own parents were not accepted into America when they first fled their home country during Communism. America had fulfilled its quota of people from my country, but Canada accepted my parents. Eventually, through a job transfer, my father did bring us to America, which back in the 60's was still the "land where streets are paved in gold". And yes, family back home really did believe our streets here were paved in gold back in the 60's.
I will say this, that due to American shows being broadcast in Europe, many former Eastern block citizens do have a distorted view of the riches that are here in America. Members of my family that have come for a visit (and not worked, just visited!

), have said that in the last 10 years, what we have here in America is becoming available to them, too. Sure, they have to work for it, but so do we in the States. I do not find the urge to come and live in America as desirous now as it was even 20 years ago, and living in America is not the status symbol it once was for the people in my home country. Instead, Australia and Skandinavia and now where everyone wants to move to!
Hey, I would love to have a home in Australia too! Summer here in the States, winter in Australia! Eh, too bad Disney would be so far away.
I am sorry, lukenick1, I just don't think your friend is going to be able to legally make it in this country unless he can prove oppression in his home country. Not sure if Canada is more open to immigration, but that is always a thought.
