Not sure I understand your questions, but I'll give it a try.
If you are thinking about renting, see the rent/trade board on this site. Owners post available points and will work with you to make your reservation.
However, if you're thinking as an owner you neen to rent points, that's not how the system works. You purchase an amount of points that fits how you plan to vacation. (see
DVC info on this board, call DVC and request a video and book) You use your points each year to book vacations at DVC resorts or trade out through several options, including other time share properties, major deluxe resorts throughout the world, curises etc. If you don't have enough points one year you can borrow from your next year allotment. If you aren't going to use all your points, you can bank them into the next year. There are rules on banking and borrowing.
If you're intrested in checking out the DVC WDW resorts, OKW and BWV are sold out resorts and can only be purchased through a resale. Disney is currently selling VWL. HH and VB are also availalbe for purchase directly through disney.
You don't have to rent points to stay at a DVC resort. There is a percentage of every DVC resort that is retained by Disney for rental to the general public. Call CRO and see if they availability where you would like to stay.
