vicki, you don't need to be in uni. to apply for the International Program but you do need at least 18 and you need to be from one of the countries represented in the World Showcase in Epcot or one of the regions represented in the AK.
But there are other programs out there. I know of people from Brazil and other countries who are going to work in WDW. The best thing to do is to contact WDW Int. Recruiting and ask them what is available. There is also the option of working on the DCL. I know people of many nationalities who have/are going to be working there.
