Is Disney allowing people to book resorts now, or are they just allowing guests who already have reservations?
 
If you see people talking about "making reservations" today, they are talking about the new Park Pass system in which you have to reserve which park you want to attend which day. I believe Disney is only allowing people who have previously scheduled 2020 hotel stays AND tickets to make park pass reservations today. Later on in the week, people will be able to make new resort reservations for 2021. I hope that clears it up.

You will be able to later this summer, per Disney.

ETA: pending availability of course.
 
New resort bookings for 2021 will be open on Wednesday. No reservations can be made for new trips in 2020 at this point.

From what I have read, they are not allowing guests to make new reservations for 2020 right now. I think they are trying to get numbers for 2020 and if they feel like they are not hitting reduced capacity and can safely have more people visit, they might reopen 2020 for bookings but not for awhile.
 
I think today is the people who already had booked trips when everything closed. They are starting to open back up so if you had a trip booked before the closure, you can start reserving park entry today.

If you don't have anything booked and want a future trip, I still think you have to wait, but shouldn't be too much longer
