This part on info on coolers on the wdw page confuses me it says you cannot bring a cooler over X size with or without wheels doesnt that mean if its smaller than the measurements it Can have wheels
See this is why I am confused LoL online it doesnt say that they are prohibited it says with or with wheels over a certain size. My husband is thinking of buying a wheeled one once there because he swears last time he seen people pulling them all over I on the otherhanf and just confused LoL

I'd go with that. It's worded poorly, but I think it's just saying any coolers of X size with or without wheels are prohibited. So someone can't bring in X size cooler without wheels either.
If you see these in the parks, it's because they were told when entering that they would have to rent a locker and store the cooler, but they don't listen. Anything pulled behind you is a recipe for disaster and I've seen it happen.
Even if they let you bring the small one with wheels ........... why would you when you are not allowed to roll it, pull it etc. Having been tossed to the ground by someone pulling a wheeled cooler years ago ......... I agree with their rule ... you are prohibited ... any object pulled by a person etc.
Nothing in this (prohibited items) indicates to me wheels are an issue other than then maybe counted in allowable size.
Suitcases, coolers or backpacks with or without wheels larger than 24" (61 cm) long x 15" (38 cm) wide x 18" (46 cm) high. Coolers required for medication may be stored in a locker or at Guest Relations.
The park rules also mention that you can't have anything that is pulled by a person. I interpret that to mean pushing, as in a stroller or wheelchair is fine, but pulling behind you, as in a wagon or small piece of luggage or small cooler is not OK.
I've seen coolers with wheels and suitcases with wheels in the park. Why you would want to bring either into a park and drag it behind you is beyond me.
OP, what is your DH planning to do with it while you are on rides? If you really must have a cooler, I second the suggestion of bringing an umbrella stroller to carry it. (1) It's much easier IMO to push a stroller than to drag something behind you and (2) You can park the stroller with the cooler in stroller parking and be on your merry way until you need something out of it.
