The dessert party venues around WS all have a minimum number of people they are available for. For example, Carrie's book says the UK Terrace is available for a minimum of 20 guests. Does that mean if I only have 12 or 13 people but still meet the food and beverage minimum I can't use it?

Technically, yes. But you will often hear of smaller groups being upgraded to larger venues at the last minute if they aren't being used by anyone else. For example, we only had 6 at my birthday party, but about a month beforehand they upgraded us to UK Lochside even though it has a 20-person minimum, because no one else was going to use it.
