In the past, the dining packages and dessert packages were "on their own schedule" (both Fantasmic, and WOC), and rarely matched the 60 day deadline. Even WDW had similar issues with dessert parties.

So the fact that the packages are not ready yet means nothing. I fully expect they will be offering both "free" access as well as the dining/dessert packages.

Should they be able to get their act together and schedule things properly? Yes.

I do not expect them to.
 
I agree they could easily offer paid and free reservations for the shows. WOC had yellow and blue FastPasses and they could make the yellow zones genie+/dining and the blue zones free.
 
Yesterday in DCA I overheard 2 cast members chatting about their WOC training shifts they were having. Said they last till 2am! I took my chance and asked them if I should keep checking the dessert party website everyday in hopes of something and they said no. Asked about dining packages and they shook their heads no. Asked if I should except a Genie + viewing area and I got a should shrug.

Other than the usual caveat that cast members know probably as much as we do about stuff like this, that is disappointing.

Not even a tiny bit surprised. In my recent experience getting info from park CMs, they don't know how its gonna work BUT they have likely been told definitively no dessert parties/no dining packages if they gave you a flat out NO when asked. They don't say no unless they know for sure. When they don't know for sure, they indicate as much. The shoulder shrug was a "we haven't been told yet."
