What is the current Disney course of action?

we have all star bookings late oct/early November.

As we are still waiting for refunds from previous cancelled trip; we would not be able to afford big upgrades.

I don't think you're going to find out until September whether Disney will be moving you.

From what is being reported, the longer one waits to make a change, their is a chance a move to a resort within your same category may not be an option.

So, if you wait a few months and the All star isn’t still announced open, by then, all other values may be full and you’d be paying more for the next level.

I feel so lost in this process. We are booked in December, and our resort (POR) is not on the list. I really don't want to pay more to be moved due to them not opening the resort (and I don't have an issue with them keeping some resorts closed).

I just wish there was more concrete information. I tried chatting with a rep on the Disney website, and was told to "make my park reservations and sit tight"...that there was "plenty of time before our reservation".

Truly...I just wanted to know if it was closed would we have to pay the difference if we were moved (we don't even care where they move us to).

According to what is being reported, no. The information is that the only reason they moved for free was because deluxe for the most part with DVC was it,

Now that options in the other levels are there, they no longer will be...though it was mentioned a discount might be coming for those effected to help with the cost difference,

Again, this is what has been shared with some. Disney changes its mind a lot so until people have the experinece, we won’t know for sure.

But, they will no longer be contacting people per the updated info on the website and will cancel people who don’t initiate a change.

It certainly sounds like things are not going to be the same as they were before they Announced new resort openings.

Maybe see what the reports are tomorrow after people get changed...it may give us more insight on what happens, Even insiders will tell you things change rapidly,
