Personally - La Hacienda. For you - are there more Mexican food places where you live or more authentic English pubs? Keep the one that gives you the most unique experience. For me, the overall experience is better - a bit more immersive - at Rose & Crown, plus I like the food better.
Rose and Crown but really not food related its atmosphere and for us, with small kiddos, most of us can extend our meal if one of us takes them on the ride in Mexico bonus if you are seated next to where the boats come through and everyone can wave

Rose and Crown. The food is only ordinary. La Hacienda is some of the best food at Epcot. And no, it's not the same as the Tex Mex restaurants near your home.

La Hacienda. We always have a great meal at Rose and Crown. Try LaHAcienda's counter service at lunch or another meal. You can even eat lunch inside LaHacienda with the counter service meal.
I haven't eaten at other so my only comment is that I find pub food to be fairly safe. You can't really go wrong with Fish and Chips and a Guinness. Top it off with Sticky Toffee Pudding and a Scotch and I would be a happy camper.
