If you don't book excursions before hand

Yes, many of the popular ones are. My friend had waited too long to book the dolphin excursion we were going on, so she booked a different one. She tried to change it to ours and was on a waiting list but it never became available. If you know there's something you want to do you should book it early to be on the safe side.

Almost always...you can usually get some type of excursion but not usually the best ones...have you tried Shoretrips.com? I used them last year instead of the Disney excursions they were a bit less expensive, less crowded and more fun I thought.

Just depends on what type of excursion you are looking for, what cruise you are taking. We did the 7 night western and it was very easy to do island tours and such by yourself after you arrive, also much cheaper.
 

On our last cruise there were a few excursions that we wanted and could not get prior to the cruise. Once on board, I stopped by the excursion desk and they were able to get us on all the excursions we wanted. I read somewhere that Disney keeps a few slots open for booking on ship, but this was last year and I do not know if it is accurate.

Best bet is to book what you want if its available.
