No. The Best Rate Program is for Annual Passholders and is for room only.

You can buy a one day park ticket, pay rack for your room and get the dining plan and use your AP for your park admission, saving the MYW ticket for another time, but paying rack rate is probably going to eat up any money you might save on the dining plan. This is how AP holders got the free dining plan though.
