If Disney shows availability to book a 2 bedroom at a DVC resort for cash... In theory, does that mean there should be availability at the same time to book the same room type through a DVC member renting points out? I'm assuming this does not apply the other way around.
 
I do not think that is the case. Rooms open for cash reservations are not available for use by DVC points. I follow your thoughts though. Hopefully the ability to make ressies online will fix this visibility issue.
 
No. Cash nights through the regular Disney reservations office come from a different inventory.

Those cash rooms come for several sources.

1) Unsold points. Any point that Disney owns through either not having sold them in the first place or reacquired through ROFR translate into rooms available for cash.

2) Members trading to non-DVC locations, like Disneyland hotel, Adventures by Disney and cruises in effect turn rooms over to cash to offset the cost of the trade.

3) Any DVC inventory rooms not reserved on points 60 days out become available to cash. These rooms, if not already rented, can be reclaimed for point usage...but this is also the least likely source for cash rooms. AKA "Breakage Inventory," some of the income offsets dues under the "breakage income" line item in the budget.

4) Retained inventory. Disney/DVC retains an ownership interest to use for rehab and repair. If rooms are not needed for rehab/repair that can be turned over to cash.
