If you stay at a hotel on site, does it include the park tickets for Universal and IOA or just the express pass tickets?

So if we are arriving late on Aug.2 and check out on the 3rd will the Express pass be available to us? We are military and got out IOA tickets at the base. All we want to see are the Harry Potter rides. So will it pay for us to spend the extra $$ on the hotel or just stand in line with all the other folks?

The Forbidden Journey ride does not have express pass. The other two do but you won't need express for them. However, staying onsite will get you 1 hour of early entry which will make a huge difference in your wait times for Forbidden Journey.

I am reading that the crowds are so huge that they won't let off site guests in! We are staying at a La Quinta thinking to save money but if getting into WWOHP will be denied us in early August, we might have to shell out the $$ for an on-site. Any suggestions?

That's not true. The capacity of IOA is 30,000. There aren't that many people who fit onsite.

There are off site packages that include early access as well.
