What Bbguy said, no FPs given during party times. You don't need them anyway. One of the best things about the holiday parties is shorter lines at the attractions.

You can make FP's on the party tickets for the 3:30-6:30 window, yes. No FP's after 7 though

If you have other tickets though and will be in another park that day, then you can't make other FP's. The system doesn't read the party tickets as separate so those will be your 3 FP's for the day. If you want more for a different park, then you'll want to make a different mde account and put your party tickets on that one
