When we heard the information aobut Saratoga Springs, the perk was that you could also use your points at other hotels around the world, not just Disney. Is this true with all DVC points or is this just a perk for new owners?

It's true for all DVC points.

Yes you may use any DVC points that way. Just be aware that using your DVC points outside of the 7 DVC resorts is not necessarily the best use of your points.

And the perk doesn't include all hotels/resorts - only those selected by DVC.

DVC treats you the same no matter how you become a member - whether it is via direct puchase from Disney or via resale.

Yes, you may. We booked DS's honeymoon for the Broadmoor Hotel in Colorado Springs last July. Look at their website and you will see what type hotel you may use your DVC points for. There is a $95 booking fee for these non-Disney hotels that is due when you book.
