that there are almost NO Halloween decorations at DCA. We are local, so we always try to swing by DL sometime during Halloween, but this year decided to do DCA instead. We had a fun morning, but I had no idea that they don't decorate for Halloween. I have to admit, I was kinda disappointed.
 
Simple...they ultimately want you to buy a ticket for a Halloween Party to get a Halloween experience.
 
It's.the same thing at WDW. They pretty much keep the Halloween decorations to Magic Kingdom. There is no need to go overboard for Halloween by decorating all of the parks. There are people who don't have any interest in it.

Disneyland does a very sufficient job with the Halloweentime theme. You can enjoy the season without having to go to MHP. I kind of like the fact that they left DCA alone.
 
The only area in DCA where I saw some Halloween decor was The Mad T Party area (e.g., spiders, ghostly lanterns), but in general, there isn't much Halloween in DCA (unless you include the merchandise displays :rotfl:).
