Until you enter Disneyland on reserved days. I just bought tickets for my August trip and was pleasantly surprised when Genie + came up before check out. When did that change, or maybe it never did?

Yes, it is $25 if you buy in advance. Same-day prices can surge from there according to how busy the park is on any particular day. If you know for sure you'll want it, buy it in advance.
 
So I"m finding conflicting into on Genie+. We are WDW people and haven't had the need to buy it there yet. But for 3 days in DL, I'm going to buy it upfront on my passes from Undercover Tourist. Question is when can I book my first "LL" for an attraction? I thought it was 7AM, but also reading that I can't book a LL until I'm physically IN the park ???

At DLR it’s when you first enter a park.
 
You have to have used a ticket to enter a park. If you scan in at the Downtown Disney monorail station, you’re considered scanned in and can book reservations. Similarly, you can enter Disneyland, leave to get lunch in Downtown Disney (or even on Harbor Blvd), and book while you’re outside of the parks.

How high can they surge too? I'm trying to decide if I should pre-pay or just wait until our park days and add it on an as-needed basis. But a bit unsure if that plan might backfire if the price surges to like $35 per day.

I'm not 100% sure, but I believe the highest it's gone so far is $35. I was there last October, the very first day that it went to $30, it was certainly not a welcome surprise that morning as we scanned into the park. There might be more information about price points in the genie plus thread that's listed at the top of the page.

Does anyone know whether there is a chance it would NOT be available for purchase on the day of? We are debating between buying in advance vs. taking a 'wait and see' approach...
 
It can sell out for the day. Last week when we were there it sold out. I’m not sure what time (afternoon I think).

It has sold out for the day in the past but it’s usually at least 2 hours after park open.
