I was thinking and came up with an idea to help speed up the lines to see both Anna & Elsa. 
Have Anna on one side of princess fairytale hall with no visiting princess listed and Elsa on the other side no visiting princess listed. People can then choose which line or FP+ to be in. When it is finally your turn to see one of the lovely ladies you are surprised that her sister is also there to greet you and you get to enjoy talking and having your picture taken with both sister like you wanted.
Now this would only work if there are enough "Friends" of Anna & Elsa to handle working each side of Princess fairytale hall.
This works with the only one character allowed in a part of Disney world at a time- So the family waits in line for Anna and hey look "insert child's name" Elsa is here too just visiting her sister Anna from next door Lucky you, you get to see her too and now we don't have to go wait in Elsa's line now.
Splitting the line to help reduce waits and still getting to see both Frozen Ladies.
