I need to make a fish exteneder

Can someone help me make a fish extender please? I have no clue where to start.

A fish extender is a mulit pocket organizer that people use on the Magic or Wonder to receive small gifts. There is a metal fish that is by each cabin door where messages are left.

I used a shower caddy that hangs on the shower bar.. Bought it at the Dollar store and dressed it up with pre sticky foam stickers from any craft store or even walmart
