I need help

OK, I am new at the t-shirt making thing. I have the design I need. I saved it as a jpeg. I opened it to print it, but the image is a little too big. This may be a really dumb question, but how do I go about making it a little smaller to fit on my son's shirt? I tried opening it in Microsoft Picture Manager as well and it is the same size. I would really appreciate any knowledge that someone can pass along.
