Unless something has changed, Garden Grill isn't open for lunch, but only dinner.

Much of the Epcot Lunch/Not-post-8pm-dinner unavailability is due to CP packages most likely. So keep trying and especially as the timeframe they release the CP packages approaches, and stuff will likely open up.

I believe with staying onsite it's 180+10 days you can make reservations.
