You can do both, but it may distort the image. The code would be: <img width="200" height="200" src="URL here"> Substitute any number you like for the 200.

Just change the number for the longer side, whether it is the height or the width. The other one will automatically adjust to keep the picture in proportion. Is that easier to understand?
