I have a Photoshop elements 7 question

How in the world do you crop your pictures into circles? I've looked but I'm not seeing how to crop a circle. I've checked out youtube and didn't see demo's on how to do this. I'm probably not wording the search right.

draw a circle with your shapes, lower the opacity on the circle to get it the size and placement you want and then clip it.

I use the cookie cutter tool. Select the black circle and then draw the circle on your photo. It will cut it just like a cookie cutter. There are lots of different shapes.
