HS Graduation gift idea?

I Didn't go to school here but what is the norm as to who you give gifts too?

DD is graduating next month and we are doing a mom daughter trip to Europe, does she give gifts to just her close friends or more than that or only people who have parties etc.

Love the BBB gift card idea for the ones heading off to college or maybe Starbucks cards.

about a week ago I posted a question on the budget board asking for ideas for the graduation gifts we need this year.
