How would you plan this - No FP+ until day before

My father is retired military and is taking our family to Disney the third week of August with the Salute the Forces 4 day ticket with park hopping. I spoke with the Disney call center today, they explained to me that with this deal you receive vouchers that are not activated until you visit Guest Relations at Disney World. Therefore they said that we basically have no tickets until we arrive and won't be able to do FP+ until the afternoon before we go to our first park. (Despite our on-site hotel reservation and the magnet they sent us with a 6-18-14 FP+ date )

So our group is quite diverse, 7 people ranging from 55 years old down to an 11 month-old. I know we won't be able to do everything but these are the "top priority" attractions I was given after asking everyone what their top must-dos are. Seeing as how we won't be able to access FP+ until we arrive and crowd levels listed as 6 for our week, do you think we can do these attractions/what would you prioritize at rope drop:

MK - Splash Mountain, 7 Dwarves Mine Train, Indy Speedway, TTA, Cinderella/Rapunzel, Enchanted Tales with Belle, Haunted Mansion, Big Thunder, Peter Pan, Little Mermaid, night parade (just for 2 people), Pirates

EP - Nemo, Soarin, Mission Space, Spaceship Earth, Test Track, Living with the Land, Character Spot, Maelstrom

HS - Disney Jr., Rock n Roller Coaster, Star Tours, Midway Mania, Muppet Vision, Great Movie Ride

Ak - Safari, Expedition Everest, Kali River Rapids, Dinosaur

I feel like MK is my biggest worry, we have one morning/early afternoon planned in each park then a break and everyone kind of does their own thing after dinner. Any thoughts on whether we can get even half of this done or should I ask each person to just choose one top attraction and see if I can cut the list down?

Where is he buying the vouchers? I bought the military salute vouchers from the travel office on base last month and linked them to MDE. I was able to make my FP+ selections last night. If you have a smart phone you can scan the code on the back. If not you can type in the numbers. Either way, as long he buys the vouchers ahead of time you can link them and make FP+ reservations in advance.

Well that would be much better! The CM said since the vouchers have different numbers from the tickets you'll be issued at guest services that we couldn't do that. I will see if he can link them, he also got his on base. Thank you!

What Sally said. Vouchers can be linked to MDE so you can make your FastPass selections. The actual tickets themselves won't be "activated" until you walk through a turnstile.

I just had to call again to add my DD to my reservation and asked again, this time I was put through to the "ticketing department". They insist that you can't make FP+ with the Stars & Stripes vouchers, not until you arrive and turn them in at guest services. So confusing

ok, first off you are quoting 2 different tickets, the first time you said the 4day special military and this time you said the stars and stripes, which are 2 different things. The 4 day special military ticket can indeed be added to your MDE so you can start making FP+, the stars and stripes ticket is a multiday ticket that is only sold at Shades of Green, thus you wouldn't be be able to add FP+ till after you buy the ticket

I must agree, we used the 4 day military salute tickets last month for our trip and we were able to link them as tickets in the voucher form and make out FP+ reservations long before we ever arrived at the park to activate them. My son bought the vouchers on base, and emailed me photos of the bar code numbers, I entered the numbers, assigned them to the non-AP family members going and copied my existing AP FP+ reservations to them with no problem!

I'm sorry, I got confused. I just double-checked and it's the "Armed Forces Salute" which we received vouchers for at the base. Not the Stars and Stripes, sorry about that!

Whoops okay I think I get it now. I was thinking they were all the same tickets, so I believe I used the wrong wording on the phone with Disney. Thank you guys for your help, I would have waited and not made the FP+! Thanks everyone
