I don't think it's that scientific or general of an answer. Some things may close depending upon certain wind factors and other may close for other factors. Ex: If the wind is blowing in one direction, it may affect certain attractions, but not others.
Earlier this week the Santa Ana winds were very gusty and none of the rides shut down completely due to the winds. But high winds will cause sensors in the rides to malfunction and they will temporarily go down more often. World of Color is often cancelled during high winds and/or high fire conditions.
We were there for a couple days after this storm in 2011 and while the wind had died down a bit it was still very gusty. None of the rides were closed but they did cancel fireworks one night.
We were here for this weeks Santa Ana's. The swings, Zephyr, and Monsters Inc were closed due to wind. I think maybe more. Monsters was unexpected but made sense when we asked at the barricade spot. To get to the Monsters entrance you walk nearly under or under all the hanging equipment for the Mad Tea Party thing. I looked up at it and, yeah, there were a lot of things up there swaying.
