How to include on budget 2 extra souls...

A couple of out of the box options...
1. Get a campsite at Ft Wilderness. (plus it's cheaper for the added adult cost over the first two, than a regular room). There's several DISers on the camping board that rent a TT for a lot cheaper than what you can get a cabin for.

2. Rent DVC points from some one, and get a 2 bedroom villa. A simple search will pull up a point listing of the different resorts.

And both options should allow you to add the dining plan, unless you were planning on going during free dining. In which case both my ideas are out the window.

It's kinda hard to "share" a trip to disney unless you're sharing the drive down.
 
You are aware that both of the 10-year olds are considered "Disney Adults", right? The QSDP would be $32 per day and I have to say that my 10-year old doesn't eat $32 worth of food per day and we just returned from WDW a couple weeks ago. Even if you went with one of the WDW resorts like a FW Cabin, ASMu suite or rented DVC points your sister would still be spending $64 per day on the QSDP plus the cost of park tickets which is about $82 per day for two 7-day park hoppers.

If your sister really wants to go, would suggest that you look into one of following:

(1) Off-site suites. Caribe Royale, Buena Vista Suites and the Doubletree Suites all sleep up to 6 people. The Doubletree is on Hotel Boulevard and shares frequent bus service with the other hotels on that strip.

(2) Rent DVC points for a 2 bedroom villa. Be aware that December is NOT a good time to rent as many DVCers book in early December because it's low season point-wise and many others book for Christmas and New Year's. Availability may be very limited and the cost of a 2 bedroom villa will probably be more than one of your regular WDW Resort options. It would include a full kitchen so if you don't mind cooking on vacation that could be factored in as a savings.

(3) If you have a car (or two) you are in the best position. You can rent a variety of options, from 2 rooms on Priceline to someplace like Vistana Villages (through Dreams Unlimited or AllEars) to a Bonnet Creek timeshare rental to a 3-4 bedroom condo or pool home.

The good news is that your sister has 11 months to save up what she can. I WOULD NOT book anything that cannot be canceled and I would have a back up plan in case she decides she can't go. Good luck!
