You can try saving it as another file type. Some file types are larger than others. (Open the image, choose "save as" and in the pull-down menu right next to the save/ok button you can change the file type)

OR

open the image with microsoft photo editor (or another editing program) and under the "image" select resize. Decrease you image size by a % depending on how much you're over the limit.
