How to adjust autograph card size to 4x6?

How do I adjust size on autograph cards to get them to be 4x6? I have saved a few to play around with. I open them in paint and I can't seem to adjust the size.

I'm technologically disadvantaged I guess. Am I missing some basic step?

I want to print 4x6s at Walmart to make it easy and then just get them bound somewhere. My easy plan is still difficult for me I guess!

You should be able to just request 4/6 prints. I did this when I printed them on my computer.
