should one start looking/booking accommodations at a Good Neighbor Hotel for the D23 event in mid-August and the Half Marathon/Labor Day Weekend in order to get a decent price?

As soon as your dates are set. Just don't get a non-cancelable reservation. If prices go down, you can apply that to your reservation at most places.
