How reliable are projected refurbishment dates?

The projected refurbishment completion dates for a couple of attractions we like currently are near to, but prior to, our arrival. In the board's experience, can we count on the refurbs actually being completed by the projected completion date?

I find them to be fairly accurate but things can always arise mid-refurbishment that cause delays. If something is scheduled to open after a refurbishment up to a month before our arrival for a major refurbishment or a week for a smaller, I prepare myself that it could still be closed.

I agree with this.

Go in assuming the attraction will be closed and then be "pleasantly surprised" if it's open.

And don't forget that while the attraction may not actually be open you may luck into a 'soft opening' as we did with Spaceship Earth and Haunted Mansion on different trips. CMs at both rides were inviting anyone interested to come in and get on and this happened roughly a week before the announced re-opening.
