How often are stand by lines closing on Rise?

We have been on such a rollercoaster with Rise. (Pun intended even though I know it isn't a rollercoaster) first we thought we had to be in the park by 7, then just awake and on the app by 7, then we thought we could only stand in stand by for hours, then it turned out to be long but not as long as we though, then you could buy a lightning lane, and now I hear they are cutting off stand by lines if they are too long!

Our plan was to do everything else we want to do and then get in line for Rise. We heard on Disunplugged that you can get in line for attractions right up until close. I wondered how they keep from having cast members in the most popular attractions from being stuck there all night. We figured it doesn't matter if we have to stand in line a super long time, if we aren't missing other attractions to do so. Even if we have to wait past park close it would be ok because we will Uber back to the hotel. Now it appears that not only is it not a garentee we can get in stand by but the lightning lanes we don't want to buy seem to be selling out by 9 or 10 am.

Last time we came, I spent months planning and it was worth it to be able to be present during the vacation and be able to do what we wanted, when we wanted. This time seems like so much stress. We like to tour geographically starting at one point and working our way from one attraction to the next all the way around the park instead of running back and forth. I was able to time that out with fast passes by looking at the average wait times of my other attractions, the attraction ride times, and average time to walk from attraction to attraction. I padded in time for snacks and bathroom breaks as well as ADRs and average meal times. That plan worked PERFECTLY every day. I was able to get fast passes to the attractions I needed them for but sometimes had to swap around until I could get the times I wanted. That seems impossible with Genie+. If I am on Tower of terror at 9:15, it doesn't help me if I can get on star tours at 9:45, but can't get on Rock-Roller coaster until 2:30. If Rock-n-rollercoaster has a 45 min. wait, I can still ride it by 10:00 and not run all over the park glued to my phone. I don't want to pay a big premium upcharge on top of tickets, but even more than that, it doesn't appear it will help me get on the attractions I want to ride when I want to ride them, and I don't want to pay about $64 for something we may not use.

What have people who have been to Hollywood Studios noticed about the rise lines?
 
We were there last week. We arrived at 7:30 (park opening at 8:30) and immediately were let into the ROTR line and it was moving quickly... until it stopped dead. Broke down. Probably 45 minutes of just standing there. We did finally get on, I was getting to a point of wondering if we would have to give up or not.

The day I was there, I noticed on the app that it broke down maybe 5 times throughout the day. The wait times never dropped below 115 minutes.
 
We did it twice last week.
At RD we waited in the standby line for 45 minutes. By the time we were off the ride it was 90. By late afternoon, it was about an hour.
Mid afternoon, it drops to about an hour. We did not see it much under that. Based on where people were standing, 60 minutes seemed about right. Many other rides, the wait time was inflated, RoTR seemed about right.
