After all of this hard work, and daily homework nightmares, my DD brought home some grades... all of which were bad.
No longer waiting for the conference, I emailed the teacher, explaining how long homework was taking... the frustration, etc... and requested spellling homework early so I could work on it over the weekend with her.
She told me daily homework should take about 60 minutes (including the reading) and that we needed to work on keeping her focused in class.. that the homework should be independent, w/o me reteaching everything learned in class.
Since we have never had an issue w/ focus or attention, this surprised me. I asked my DD and found out for 1/2 of the day, she has a boy that comes in class next to her that is very distracting - singing, chicken dance, taking others things off the table, etc. The other 1/2 day, he's in a special needs class.
I've emailed the teacher back relaying what my DD told me, and asked for help remedying the situation. I also explained to my DD that it was important for her to tell me and her teacher when something like this is going on. Otherwise we don't know!
