We usually tip $5 each time as well. It is well worth it since the week we were there twice it was storming so the boats stopped running and my mom was very tired and ready to relax. She also used them the morning we went over for early entry since the boats were about 4 boat loads deep and she did not want to wait that long.
I think that in your case then yes, you should never take the pedicabs and always walk or take the boats.
In our case and many others it seems that they like to use the bikes and are willing to tip based on the experience received. It is just like going to a resturant, yes I can go to a counter service and not have to tip and bring myself my own meal but somtimes I like to just sit back and relax and let someone else wait on me and tip them for doing so.
There is no "situation". The free boat is less of a walk.
