How much can CMs do?

Asking mostly for my curiosity. There's plenty of stories of cast members doing nice things for guests, from replacing spilled popcorn, to cakes and gift baskets magically showing up in your room. I'm wondering, how much flexibility do CMs have in being able to do things like this? Anyone who has been a CM that can comment on official policy on these types of situations?
